I have the honour to submit for the significa-
-tion of His Majesty's pleasure an Ordinance entitled:-
An Ordinance to regulate the entrance of persons into
the Colony and the departure of persons from the Colony and to confer various powers in connection
therewith.
No. 19 of 1915.
The customary report by the Attorney-General is closed.

The principal change effected by this Ordi-
-nance is to transfer from the Military Authorities, represented by the Provost Marshal, to the Civil Authorities, represented by the Captain Superintendent of Police, the duty of issuing permite
to leave the Colony to certain persons of non-Asiatic race, and to
natives of British India, whether residents in the Colony or
passengers.

The main object of the Ordinance, however, is,
as pointed out by the Attorney-General in his report, to provide statutory authority and sanction for the examination and control of ships and persons entering and leaving the Colony. The need for penalties for breach of the rules hitherto in force had become imperative and these are provided for in Section 16.

I would draw special attention to Section 13 of the Ordinance. In exercising the powers conferred upon me under sub-clause 3 of clause III of the Order-in-Council of 1896 I had
